Generally if they look Heavily kitted they're guards, if they have basic scav kit (t-bag, duffle, shit guns etc) then they're normal scavs who've wandered in cause of the noise.

Either way they're all shoot on site, LexOs is generally the hardest area of Streets and probably one of the harder boss fight areas full stop tbh.
