Closer, but think of it less like apartments and more like a controlled building with multiple floors and strict checkpoints between them. The entire network is the building, and each VLAN is its own floor. Devices on the same VLAN can communicate freely because they are on the same floor, but that freedom stops there.

The moment traffic needs to reach something on another VLAN, it cannot simply wander over. It must go through a controlled checkpoint, typically a router or firewall, where the request is evaluated. At that point the network enforces rules about where the traffic is coming from, where it is trying to go, and what kind of communication it is attempting. So if a device does not have permission to access another VLAN, it does not get partial access or a chance to try. From its perspective, that destination might as well not exist. There is no path, no response, and no visibility.

That is the real purpose of VLANs. They are not just a way to group devices, they are a way to enforce boundaries and control how communication is allowed to happen. They let you separate users from servers, isolate voice systems from workstations, and prevent systems that are exposed to the internet from interacting freely with internal resources.
