Installing from scratch will give you a more consistent setup, since there are no changes made by you.
Might be more annoying to transfer all your files over tho.

Plus it is unlikely that you can break KDE before you even install it, so you'll prolly be fine with the apt pkg.

Downside of the pkg is that you will keep all the files and apps from your previous desktop manager around, that could take some time to clean up if you like to keep your system minimal.
