It's not that you're uneducated, because they can and do hire non-degree people with slightly more years over what's listed. Sometimes it's outlined as well, something like With Degree = x years of experience and No Degree = y experience. However, degrees can also be a contract requirement, where the contract the organization has with other organizations says x number/percentage of seats will have degrees.
