Furthermore, they didn't grow up with the internet and don't know about the risks, or why being on the internet is such a problem.

Even if we did educate them, it's a 50-50 on whether it actually works or not, and it will cost a ton of money to educate parents (which the government are less likely to do). There are also a lot of parents who really don't care, educated or not, which would still result in quite a lot of teenagers on the internet (pretty much how it is now).

Easier, more cost effective and probably more effective overall to just impose restrictions and laws to mandate companies to do it for the government. Government doesn't need to create or invest in the software to verify users, companies take all the risk which means government gets money by fining them and the only people affected are citizens because companies are more likely to pull out or restrict access to regions that have difficult laws to comply with.
