It doesn't actually cover much at all.
It's traceable back to whoever rents the address (or rather, the range). That's usually either going to be your ISP or a larger ISP your ISP sub rents from.

That's... basically it. You're not going to get someone's location out of their public IP. Reasonable chance of getting their country right, but no more exact than that.

The exception is if you're law enforcement. Then you get a warrant to compel the ISP to hand over the address / customer details of whoever was assigned the IP in question at the time of interest. That, however, is kinda cheating
