Long story short, cybersecurity comes down to either doing research, or looking through some code or looking through some logs, or gathering information and determining what makes what vulnerable based on that. You can do that from mobile or laptop. The main problem when it comes to using mobile for hacking is simply lack of compatibility when trying to use certain tools but there's usually going to be a mobile app which replaces those. (For example, there's a very good app that's basically almost as good as BurpSuite.) But a lot of Linux based tools can be used on Android, unlike Windows. You can learn programming from phone, learn how to use that knowledge to perform analysis, you can still rely on other resources (like owasp, provides information on what to look for in terms of security risks), there's still some good tools you can use (download Termux) and boom.
Back in the day, Android sucked for pentesting, but nowadays there's a lot more available.

(For example, there's a very good app that's basically almost as good as BurpSuite.)
