Bottom fans are typically pulling air in, that way you cool the GPU and PSU.
PSU's that pull air from inside are pushing hot air out, wouldnt you want cool air coming in from top to assist with therefore also wanting hot air being pushed out from bottom fans

The psu fan should be pointed towards the slot in the bottom of the case, if it has one.
You need to make sure you are creating choppy air in the case
