Logistically full-time moderator support would quickly spiral into a large expense.

We're talking a minimum of five full time personnel just to maintain single-person coverage of every day.

Realistically there needs to be overlap to account for sick time if you're trying to maintain complete coverage which is why businesses will usually double-up, but maybe they could manage with only seven people - again, to assure all-hour coverage.
