You don't need to know how to pull them to know it's a scare tactic.
You can use your own IP address to find out that it is. People that use IP address grabbing as a scare tactic likely will just input it into a geolocater, and these don't even give you an accurate location.

you can install Kali Linux ISO ( http://kali.org), then install Rufus (https://rufus.ie/en/), when this is done run Rufus and select the Kali ISO file, then next select the USB you want to make an boot from note that this USB will be formatted. Power off your computer and power it back spam F12(this depends on the brand) to enter bios, make sure secure boot is off and all settings are configured the way you would like, after this exit and save, power off your computer again and spam F9(this may vary on brand) and select your USB, then you should you the Kali installation menu.
