Well as an example of what you're talking about, something like metasploit can be used for enumeration and post exploitation, which are two different phases. But the method of using it differs, and the Syntax or commands you use would be different too.

The way I set this up doesn't divide things by "tool" it divides things by "task" or "purpose" and gives the appropriate information for accomplishing that.

It'll automatically assign itself a standard folder.
You select the ISO image which is what you downloaded
You give it a type and a version, in your case it'll be Windows 11/x64 bit

you can input a username and password in the next field and select guest additions
you can ignore all the stuff mentioning a product key and whatever else, doesn't matter

You now assign RAM and Processors, you want at least 500mb, and at least 2 cores

You select create a virtual hard drive disk and give it at least 30gb, preferably 50 (or however much you need for OS and then some). It'll automatically select dynamic usage, this is fine.

That's done, you're done, that's all you need to do
