Trying to censor scammy ads would probably be a losing battle, but malicious links are probably possible to keep a handle on?

As Google's new Lead Innovator I come to you with a conclusion - when an ad gets taken down by false reports, the ad owner asks for review by ad moderator which then removes the cooldown PLUS it can grant immunity for that ad owner so it doesn't get automatically taken down but still gets manually checked if increased amount of reports are made ONLY if the ad owner is verified by ID to be legit business of the in-ad content.
For experimentation purposes, there will also be a phase of AI detecting malicious ads before they are even posted, but only gets sent to for manual double check until it is 99.9% no false positives ready to automoderate
