it means they arbitrarily changed to code to conform closer to a standard that may or may not actually exist

Check out Fowler's book on Refactoring if you are interested in the topic

They are usually pretty cheap, and it's an older book so you may be able to find it at a steep discount.

Computer Security degrees can be hit or miss, the curriculum isn't really set across academia. Computer Science is a safe degree choice as the programs have really had time for the courses to mature and it's fairly standardized
