It's a government scheme for penetration testing. Local authorities, bits of the NHS, and other government stuff has to have their pen tests performed under the check scheme
The pentest company applies for CHECK with a check team leader and at least 2 check team members. If successful, the company is then approved to perform work under the check scheme

if you are in the US (depending on your ISP) you can request them to remove the throttling and depending on the conversation they may. I pay for gig internet as well and sometimes i have to call to have it removed.
