If you read through the exploits, you'll see that they are literally just Ruby versions of the same things you can find on Exploit-DB or Github

Heck, it's possible to convert them into and out of Metasploit module format yourself, if you know what you're doing

#

Payloads are just programs that can be slotted into the exploits

#

So, windows/x64/meterpreter/reverse_tcp is (usually) an exe file that's run on the target

Depending on the exploit it might be a different format
