I think they get an opportunity to reroll a fair number of times though too, can't remember where I saw that
One of the comments suggests this:
they roll two sets of 4d6 for each stat, dropping the lowest result for each roll. They then pick the better of the two. However, if the sum of their ability scores for both sets is below 70, they roll a third set.
