Something both 2014 and 2024 DMG talks about is having legendary items for sale is by getting in contact with powerful groups. 2024 listed Sigil and the City of Brass as places you can get Legendary Magic items for sale

Khelemvor is explicitly so not evil that his entire cult had whiplash when he took over as god of death. The two guys before him were basically liches and were pro undead, and then he comes along, kills the old god, and establishes a no undead policy

Also, never forget that Khelemvor actually tried to change the soul policy, denying demons/devils their contracts and plain sending everyone to an afterlife.
As he was in charge of souls, he claimed that no contracts could be made without him agreeing, and he sure didnt agree with selling souls
