Right now the only way to create steel blocks is by using the Blast Furnance, but the pack seems to be designed to move steel production from Improved Blast Furnance to Arc. But you can't make Steel Blocks from Iron Blocks in the furnace. This feels like it was just overlooked, but maybe for some reason they want you to keep an improved blast furnace??

The issue is that the mod author for Immersive Engineering didnt provide a method for making blocks of steel other than by the Blast Furnace. We would have to add a recipe in for the arc furnace, or some other method for making steel blocks. But by design of the mod author, this is working as intended.
