It's the noise the purple Frog makes. I've been trying to find what's used here for months at this point and only now thought to ask here. My two prevailing theories are that it's either a ruler or a jaw harp

sounds like a jaw harp with some stuff done in the mixer. You could probably recreate it with that. Could also be a random synth who knows.
