Some numbers will be rounded down, and others rounded up. The issue is if the result should be 0.5, but the path to get there added a slight positive or negative bias, and how it ends up rounding it.
0.5 can be exactly represented, but 0.3 and 0.2 cannot. So... Does 0.2+0.3 add up to just above 0.5, exactly 0.5, or just below 0.5? (and that will impact the direction of rounding)

What's the use example with Rom that we're considering these numbers? Or is it more a thought experiment?
For the captain ability, base is 1 round delay. Put on lvl 35 jellyfish (70% bonus), but then opponent has Kras to decrease it by 20%.
So, the ability is boosted by 50% in the end, but is that rounded up or down?
It's not 70%.
The ability lists as 70%, but it's not. It's 140%.

It doubles? Then use lvl14 which is listed as 35% bonus?
I can't test that one, mine is already at max ๐
You might be able to find a combination that yields a bonus of 150%, and use that, too.

Ok... Try your jelly with and without michael burnham. Without, my impulse speed is 118. With, its 144.
My burnham boosts by 15, but I actually got a difference of 26. That's a 70% boost.
Throw cadet Scotty on the side and check warp range.

The point is that listed stats are.. questionable.
Well, now things make sense
Yes, it's wrong. My jelly is listed as warp 30, but going to a warp 27 system says "path invalid".
Maybe the client boosts the captain's officer ability, but that doesn't happen on the server.
Not on Ripper, the client is just poorly done.
New observation: TOS Scotty's ability isn't boosted on the jellyfish server-side... still have an invalid warp message.
So I should have listened to it live I guess, could have pointed this out earlier ๐
