when everybody can score, and you can't because of some game issue, then you may ask for compensation because you lose something that you would gain just as other players. Incursion was simply cancelled, most likely moved to run other time. Nobody got anything, and you lost nothing, so comp chest is for people who were stuck and unable to complete events.
