Best as I can tell their instructions are to sugarcoat everything from here to the sun, I've seen them hyperfocus on a tiny improvement to say "it isn't that bad, don't just look at the negatives" even during dumpster fires like the flashpoint arc. Besides that they'll try to answer some questions but it's blatantly clear they're largely kept in the dark and can do little more than "we're aware of this" and "we've passed your concerns on". Beyond that their final instruction seems to be to prevent us grabbing torches and pitchforks to burn down scopely HQ.
