Looks like it would take a bit from each of the loot carried, split up as closely as possible. So if you had 1,000 cargo left, it would take roughly the same percent of all loot to fill your cargo.

because who doesn't want to lose 23,140 rare mats for grinding events and wasting your entire week, on top of the months or dollars it took you to earn those 23k+ mats in the first place.
