This is usually because people switch alliances recently after the cutoff for AT,
At has requirement that must be in the alliance 7 days before start of AT. And have contributed donations. Or helps.

It was implemented to stop alliance hopping.

Yet strangely some content creators advise switching alliances to get higher band rewards then after AT leave.

Why make changes to AT when people are jumping alliances after the snapshot is taken to stop alliance jumping for rewards just because people still trying to do it.

Can't do it for territory capture, incursions AT or for battlepass so why people saying it's a bug .
Quite simple ask them and check joining date of alliance.... Then and only if it more than 7 days ago it's a bug.
