@heady moon I'm not sure the explanation why Hierarch had to be changed is correct. Based on my tests it seems she wouldn't work because she applies a random state and doesn't have anything to do with CM and OA ordering. For example Lorca can activate his CM with his OA round 1, but T'Ana's OA applying random state does not activate Freeman's OA. I don't have Hierarch unlocked to test but if I'm correct she can be activated on the first round using Lorca for example.

I think the issue is that her captain and officer abilities both say "at the start of the round", which they do. It's just that the captains ability went before the officer's ability. So if you didn't have anything else putting a state up first, that meant the Hierarch captain ability only worked from the second round on. Since this is for pvp, where you die in a few rounds. that could mean you died before you got any benefit from it.

Carol Freeman was first round, and since Heirarch is supposed to counter Freeman, it definitely looks bad when you die to Freeman in the first round before your counter officer did anything.
