Eclipse armadas are the only place stellas are used. UC/rare/epic doesn't matter.
If someone is using a non-stella, then they think the armada group needs it to win, or they made a mistake and sent the wrong ship.

My rule of thumb is closest to a million power if you don't have a stella and stock it with loot crew

I'd be lenient if they were low level, are trying to get a stella, and have a reasonable ship. Armada loot is apportioned by ship power, so if you bring too big of a ship, then you're taking a larger loot share. And because stellas have a massive loot boost, you're taking away loot share from the other participants and turning it into low income for yourself.

Freebooters are for hitting one thing instead of 3 different type of hostiles (Swarm and 2 different faction), thus sparing time. Without freebooters you still have to fly up to g6 faction space which takes time. And I haven't even mentioned the pain of hazard yet...

Yeah I see your point. I unlocked the instant warp on my cube through tournaments. I tend to go out to a high level system and hit about 12 or so of the 69/70 hostiles to do my dailies. My cube only has 40% hazard resistance at ops 66 so I usually hit enough hostiles in a 500% hazard system to complete the daily and leave it there to die to the hazard to save jump juice back home. The hazards are useful for that. Also fills my cargo on broken ship parts so I can feed the survey parts refinery

Really hard when they’re trying to maximize profit margin to the absolute furthest percentile so aren’t actually paying for dedicated service. They’re likely buying server space on an “at need” price with a slow ramp up when load gets heavy.
