Yes I've used a bunch - they're as effective as they say on the tin but that's non-obvious.. I originally thought 100% effictiveness was about half cost and it doesn't feel true in my experience, its probably a lot closer to 35-40% reduction in cost, and that scales down by a lot, very quickly.

If in doubt though, I recommend spocks club, it has the numbers built in and the exo's can be turned on there and they appear correct. It's a nice way to plan the next tier or upgrade, depending on how deep into the ship / research you are in
