Rotarran is primarily crystal which you get hand over fist from choice rewards.
You can use rlthe Jelly scrap loop to easily max G4 cents to scrap for Gas.
And then GS-31 + Gorn Evi for ship parts, plus scrapping G4 ships. Also can convert parts you get from Scrapping Ents.

You'll gain about the same from building buffs.

nope, they wont attack if you are not negative rep with them. Tri faction lock gets easier in G4 as you get access to MU space and can farm surveys there
