I think its because the weapon has a warmup of 6 but cooldown of 3. This makes it start with -3/2 charging rounds and spends first two rounds charging through negative numbers which are shown as dealing 0 dmg shot.
Same reason the second gun shows as "charges to 0%" first round and 33% second round. It has warmup of 5 and cooldown of 4. So it starts with -1/3 and goes to 0/3 first round.

Unfortunately, they expect more development for G6 players and if you're struggling with the rot, you may want to push the entD harder to replace it. It has the triangle advantage built in, and it's easier to reach a round 1 kill level of performance due to the firing pattern. Once that's achieved against higher level targets, it's much easier to fuel the loop.
That said, there's only like a week left of fueling flashpoint since it's going to the backburner for improvements. I'd use the time to prep a strategy since the payouts are actually pretty nice for f2p content.

I have my bulk refinery options set to convert crystal to both gas and ore because of how much more crystal we get.
I'd try the entD even if it's weaker (on paper). It has advantages here that you may be able to exploit. A high damage crew using SNW jamesKirk might be what you need.

I'd start with something like this for a round 1 kill team. Some other options are:
-Georgiou +Sspock -wBones +Saavik (Moves superior mitigation to the bridge slot.)
-Kirk +Spike (Has better sustain over time if you're still capable of r1 kills.)
-PB sScotty
Also, move your CT/FT to the entD, there is no crit chance here so you'll want to make use of the Metreon or Slipstream.

Biggest example I can think of is FKR. The "norm" is to dual grind and 10m lock probably somewhere in the 30s. I 10m faction locked all 3 by OPS 26 by not dual grinding.

…that doesn’t seem very nice for literally everyone who hasn’t bought a bundle or low-levels, since this is new content.

So did I, and I refined the materials for it every day since.
My forge is just Lvl 26. I know I can just buy materials in the Flashpoint store, but I’ve been using it all on the Serene Squall.

Alliance Starbases have become dead content. For years we’ve struggled to gather enough Subspace Superconductors to make upgrades, and I’ve had the unlucky task of managing it for my alliance. Nobody wants to burn their rare or epic Armada credits on Carmadas for such a small payout. Please increase the Subspace Superconductor rewards so we can finally finish off this outdated content.
