I've had plenty of resources for both, but the transogen building leads directly to increasing your transogen mining speed for uncommon, common, and rare (not sure if Epic was added to it or not).

Depends on how fast you mine currently, and how much pressure you're under to mine. All the lower end transogen systems on my server are full for example.
