late response but that is literally the primary limit of matchmaking, normally you cannot match a team more than 10 (total) ops level difference, but in long queues it relaxes that and lets you match teams you shouldn't be matching

it doesn't give AS about your individual ops levels all the matchmaking cares about is the team's total ops level

Depends on how warlike your server is/you are. More cloaking juice daily is handy to have if you like to sneak up on people, or are working on the cloaking research (where you need to complete the dailies). If your server is peaceful and you aren't hunting people, it's less useful.

I have 3 P1AT missions going, and I'm currently sitting 5,384 planetary charts, and 5K is the cap for pulling the chests out of the faction store. As soon as I start more missions, I end up going over the cap from pulling the chests

Getting to ship will add another chest called a priority one mega claim, and you can claim planetary charts in that. Then you'll have two chests you can pull each day that will give you planetary charts, and speed ups
