They're not the requirements. They're what's granted for the final tier. The requirements are 1/2 and hidden at the very top. Dvor tier 9 and building level are the two requirements.

it's more likely that you didn't t9 the d'vor before scrapping as a Strat™️ was to scrap a t8 and buy the remainder or scrap another lower level one due to the costs. Check your Refinery and see what tier it lists

quick update from the team, we haven't touched the loading time, just so they can read these new hints. If you are noticing an extra loading time, it's definitely related to things taking more time to load and that can happen for several reasons. That said, we'll review this feedback for future improvements

I agree the balance is screwy though, i think they got the enemy balance more wrong though, i'm ops 42 with a 30 mil NSEA and i struggle to go about 32 without losing way too much hull health per kill. i can do upto 36, but i only get a few kils before popping at that levle

When you select the bulk upgrade, there's a slider that let's you choose the level you want to go to. So you can just level from 20-60 to be able to use normal speed ups.
