Officers that give extra shots/damage/mitigation in specific situations are being factored into the standard attack/defense numbers and therefore the standard power number.

Use Vi'dar Loot Exocomp from a Solo,
Fill Vi'dar with probes drop off probes, go back in hit more before 20 min Exocomp ends and always double pull's in the Refinery daily use Nanos to buy directives and repeat and repeat..

That's not a glitch, that's part of a mission chain where you pick a faction

picking one will lock you out of the other paths
