early on you should find a system with explorers/interceptors your level next to a swarm system.
i think somewhere in the 20's the cube beam hits a sweet spot where you can hit the higher level interceptors/battleships in one of the amalgam systems for an instant full charge, and then beam the low levels to get your loot.

find what level swarm you can kill with it, it fills your binary cutter, then go to a neighboring system to kill to kill a lower level hostile. I did this with swarms lvl 28 and 32.

once you hit the sweet spot you should stick there for a bit, cube won't be your main ship for a long time anyway and you can quickly farm enough loot to get you several tiers of cube upgrades.

at your level you should have access to the bigger G3 faction uncommon(bortas/centurion/saladin) which quickly becomes stronger than a cube(cube is ops-locked whenever it is about to become useful)
and you should have access to a vi'dar through cosmic cleanup, which if you consistently do the borg grind can get as strong as a maxed out small faction uncommon(D3/legionary/mayflower)
