Devs: just accept that the game lacks the tooling for you to effectively use “nearby” without smacking a player in the teeth for it, and drop it. Just pick a start system and make a few jumps from there in named systems that you can control.

To get the Stella F2P, you have to kill the surveys in the purple area or systems leading out of it call exchange alpha for example to get codes. You turn those codes in for rogue faction credits that can then be used to get Stella BP. Easiest way to start this process is asking someone from another alliance to fill up their cargo with codes and you just destroy their ship. Otherwise, it'll be a painfully slow process. After you get the free one from the faction store, I recommend getting another from event stores as the loop involves upgrading the ship then scrapping it to do the research in the Outlaw tree. This ensures you can still participate in the loop when you're scrapping a stella
