I checked that chart too late but the tooltop ingame says it increases the output and refinery cost by a % like tier 4 gives the T5 refinery with a 300% increase. Looking at that chart the cost jumps a damn sight more than the output does

The only thing that actually scales by the stated percentage is the amount of epic dust you can get from the trellium-d refinery. Everything else in the output looks to be more than the percentage, and the costs are less within a grade, but they increase by substantially more than the percentage when you cross into the next grade.
