It is off the base HHP. You can see that on the upgrade section of most ships.

You don't have to do a borg solo with the talios to get the buff. You could send any ship(s) to a 35 borg solo, kill it and have your talios ready next to an expansion cube to start it

Expansion cubes are meant to be done as an alliance armada. The smallest ones are doable for alliances that have players in the 30-40 level range. If you are all in the 2.5 M Talios power range, you will have difficulty with them.

that's not what I mean. For example: if your Moreau is 1/57 then you get 5% chance when opening a chest to get remaining shards for her to 57/57. If she was already 57/57 then would she be skipped and another officer picked instead, or you lose the opportunity to get extra shards ?

Perfection would be brackets by available ship quality. For example, 50-52, (uc g5 ship) 53-> 55, (rare g5 ship) 56+ This would serve both the player base and developer to foster more true competition.
This was common in the 30s and 40s and perhaps simply an oversight for ops 50+

When people feel there is an even playing field they are more likely to engage. The 50-70 slbs were downright depressing.

I think the “battle animation” for hostiles (5 seconds), armadas (10 second lock), and stations (? Seconds), is when scopes is generating logs and calculating everything. They probably can’t let anything change so they lock out player actions then

I attacked a ship, pretty darn sure I saw them change trajectory to hit me well before the battle, but I dropped shields and attacked first in logs. So its 100% a coin flip if both hit attack? I find that it's a really odd game mechanic that it takes a currency (therefore it's limited) to crossover. Limiting the amount of times you can crossover, on an event that requires/encourages crossing over. @heady moon

Partly because mining is easy, it's not like you have to do anything. Secondly because being in an alliance makes you more powerful. Unless your entire alliance is trolls, it doesn't work to be a troll.

Eventually you need Rare Armada Cores to even advance Ops Level because you have to advance Control Center. You can't even do that without an alliance. At least not in any meaningful way.

For reference you need to steal about 40million TOTAL resources to max out the War Room. So if you're getting billions and it's not maxing (I think it takes a little while to show) .. then something ain't working.
