Because the following levels of buffs would be far too powerful for your OPS level and would turn the game mechanics into absurdity. Such locks are necessary to keep a balance of power. Depends on who you ask. @tribal mulch seems to think evryone should get a free treasury rod whether they had enough desealing rods or not.
Others have reported yes & no. I'd suggest a ticket to CS, but they're a little swamped.

G4 & G5 chests aren't much improvement. 100 chests usually incudes 1 ship bp for an obsolete ship & parts for the prievious grade. i.e. G4 chests reward G3 bp's, G5 chests award G4 bp's, with a smattering of ship xp, 5 min speed-ups, etc... The goal isn't to give us what we need.

I say you should not wait, just make sure you know, in what order you upgrade your Vidar modules. For example I would go Impulse engine first, that will increase your dodge. And then if you can fill your cargo bay when flying to borg space, upgrade cargo. If can't fill it, then go with weapons in order of the firing pattern.

I'm on the verge of lvl 50, so latinum is in stockpile mode. Perhaps I'll change my mind when I can actually scrap the G3 ships. But I've learned not to plan too far ahead, as more & more specialty ships are released which compete for resources with faction ships.

A g3 ship takes me like 30-40 min to max in exchange, without needing an exo. The g4 ships aren’t that fast even hitting in g5 space. And the comparison doesn’t make much sense anyway. One isn’t a substitute for the other, just because you can level up a g4 ship doesn’t mean you don’t need g4 mats and parts from scrapping.
