because i can tell you, there is a large percentage of players who still do not ever go to the website to collect the mission keys, even though they know about it.
some forget, most don't like going to the website, its slow and time consuming and they don't value the rewards.

STFC - like a lot of games - bypasses that, at least technically, because you are purchasing a guaranteed thing.
That guaranteed thing is an in-game item, which like all of them has zero real world value, and game mechanics are all "convert one in-game item to another" and game mechanics often involve RNG and so even if this is more straightfoward about it... legally it's very hard to rules lawyer as being different than, say, purchasing ultra recruit tokens, or purchasing pattern buffers that you use for a mission that gives you ultra recruit tokens, or purchasing a crit damage buff that doesn't always help you win because you don't always crit, or etc or etc.
