You can, but it depends on the service really.... Some sites you can buy stuff with your balance without having a card linked (e.g. steam) but others you'll need a card

You might be able to link a prepaid card to your PayPal though, not sure

Nope, but there are quite a few people here who live in Indian and are able to use the prepaid card

You would have to use a VPN, plus no local Indian stores service's would work
