extractRenderState is called every frame
And will the rendered object filcker if I call the .blit method every tick instead of every frame using DeltaTracker

in that method you have to tell the game exactly what to render each frame, it doesnt remember anything between frames

I calculate which texture to render on the hud inside ClientTickEvents.END_CLIENT_TICK.register anyway
Also, is Minecraft.getInstance().gui reinitialized at any point after the initial initialization in Minecraft.<init>?
Perhaps when resource packs are reloaded?
