that would make no sense if it worked
they would be no point having command block permissions if you could bypass all of them by running as any opped player
ngl I don't know why it is elevated permissions because game rules are perfectly fine to run in command blocks

/execute as doesn't change permission levels?
imagine if instead of typing an admin password for sudo you could just type "sudo as" and then the name of an admin account
