You need to provide more detail. There is no "best" way to make a laser. Particles? Models? Shaders? All of the above?
I don't know the easiest way
A more precise description of the laser and its purpose would be helpful, as the easiest/best way will vary.

Ok, I want the laser to fire from the players current position to where they are looking, and it must do damage.
That is helpful but how do you actually want the laser to look?
Since that’s the main thing being referenced.
well, i want it to look like if the dragon healing beam from end crystals was solid instead of shattered
Try checking vanilla src and I can take a look at it later
The method that renders the beam in vanilla is EnderDragonEntityRenderer.renderCrystalBeam
