Yup , how does it even pass 
lets assume a software dev makes 100k USD a year, that works out to about $48-$49 an hour.
if it takes them 1 hour to work on your mod, and you pay them $30, thats just over half of what they would make with a "real job" at a rather low pay scale. not sure how much they are charging on fiverr or if they are U.S. based but at any reasonable pay rate for actual dev work, i would expect it would make fiverr coms look exorbitant
likely many that look "reasonable" are going to be questionable at best
