I am looking for a mod that can allow me to disable mob spawning on the nether roof, or black list what blocks mobs can't spawn on in the nether, is there something like that?

Ender man will occasionally teleport onto the nether roof but it's not like they're gonna shoot fire balls at me or hunt me down for not wearing gold armor

It's also worth noting you may want to have it be something toggleable. A config option comes to mind first, but an alternative option is a chunk-based "nether roof spawn blocker" block of some kind
If you think that's silly, I offer you the counterargument of "this ensures nether bases without spawns AND without building compromises, while ALSO ensuring nether roof farms still work"

Do you want mobs to spawn under the nether roof? If you don't mind disabling that too, you could just make a nether mob switch
