Cauldron Concrete for 1.20.4+

Basically update this QoL mod to 1.20.4 (and beyond when available). Also, add a toggleable option to make placed concrete powder to hard to concrete if exposed to rain / snow.
I know there is some datapacks that achieve a similar thing (including vanilla tweaks), but my datapack list is already huge and difficult to maintain, so a mod is preferred.
