Yeah, a server can't dictate that
The best you could do is automatically kick people who aren't using the mod
which can be easily spoofed

I think there's a way that would be much harder to spoof and I don't think someone is going to be desperate enough to try and get around it
Your best solution would probably be to force a resource pack which blacks out the pumpkin overlay and maybe adds some text saying to go into third person
Which can be cheated around but anything can be cheated around in Minecraft so who cares

If they are on vanilla they can't override it
They'd need a mod regardless
If they are going to cheat with a mod then they'll do it

Not sure what you'd be achieving
Compiled classes have something that identifies them, pretty sure you could use that
But a transformer might be able to just stop the mod from working
Assuming transformers are even a thing anymore or in Fabric at all
Even if you require a mod to be used on the server (which would be annoying for most people), the people who are willing to mod to cheat can find a fairly easy workaround

It's newer because it wasn't in 1.12 and I don't think it's in 1.16
pretty sure wynncraft already had a system like that in 1.12, so the client definitely sends some packets
You must be able to detect when someone doesn't accept it pre-1.17, a few servers that run older versions will tell you to accept the pack in chat unless you already did
