So what I'd do is either call the locale animal shelter or my town-info centre, they will likely know the right people to talk to.
they will give you a number to some more centralised hub, that will take on the case, you file info sheets with them, and then they recommend some training schools or ways to get the animal, then you have to likely file papers with those as well.

I realized I hated GTA when I wasn't a 12 year old playing my older siblings saves that had completed the game so I could do fun stuff in a open world game.
The missions are the complete opposite where you get penalized for straying off.
If GTA 6 still keeps this formula, I think more people will realize how annoying it is.
