The current airframe for the 737 wasn't suitable for the engine size and weight, they had to compromise with MCAS and changing the aircrafts centre of gravity.
I'd say that the airframe isn't at fault as much as not suitable

I understand the working theory is something about a spinning object in the wind will be acclerated by the wind, such that you can put in a little electricity to run a motor, and the wind will speed it up enough to actually generate a substantial net gain from the pillar's rotation
