In my experience using a charger that doesn't output enough will usually result in it lasting slightly longer than not being charged but it will die and it'll charge slow as hell.
I do it occasionally not great for the battery and you only get maybe an extra hour from doing it

Just look for the pal that you want and when you are there just move away from the area far enough to despawn them then go back to respawn them to see if a lucky is there
